What I would, is carefully strip down the card, heatsink off, blow out the fins, clean off the old paste from the GPU chip and the heatsink. It can't do any harm, the GPU will be several years old. I am kind of at a lost here if anyone has some suggestions for me.

When I reinstalled it I just checked properties again and it now says code 52: Windows cannot verify the digital signature for the drivers required for this device.
